Visit Seoul API Service Terms and Conditions

Article 1 (Purpose)

These Terms and Conditions are intended to set forth the terms of use and procedures for the Visit Seoul API (hereinafter referred to as “API”) provided by the Seoul Tourism Foundation (hereinafter referred to as the “Foundation”), as well as the right, obligations, and responsibilities of the Foundation and users, and other necessary matters.

Article 2 (Definition)

The definitions of terms used in these Terms and Conditions are as follows.

  1. 1. The “Visit Seoul API” refers to an open application programming interface (API) service provided by the Foundation, which allows external developers and service providers to access and utilize tourism information and data related to Seoul.
  2. 2. “User” refers to any individual, corporation, or organization that uses the API provided by the Foundation in accordance with the Terms and Conditions.
  3. 3. “API Key” refers to a unique authentication key issued to the user by the Foundation for the purpose of using the API.
  4. 4. “Application” refers to a program, website, mobile app, or similar software developed by the user utilizing the API.
  5. 5. “Service” refers to any service provided by the user to third parties through the use of the API.

Article 3 (Enforcement and Amendment of the Terms and Conditions)

  1. 1. These Terms and Conditions take effect when posted on the API service website or otherwise communicated to the user.
  2. 2. The Foundation may amend these Terms and Conditions if necessary, and the amended terms shall take effect upon being posted on the API service website.
  3. 3. If the user does not agree to the amended terms, they may discontinue use of the API; continued use of the API after the effective date of the amended terms shall be deemed as acceptance of the changes.

Article 4 (Request and Authorization for Service Use)

  1. 1. Anyone who wishes to use the API must apply for an API key in accordance with the procedures established by the Foundation.
  2. 2. The Foundation will review the API key applications and may deny or restrict approval in any of the following cases.
  • • If the application contains false information, omissions, or errors
  • • If the application is made to undermine public order or violate public morals
  • • If it causes or is likely to disrupt the Foundation's operations
  • • If other application requirements set by the Foundation are not met
  1. 3. Users who have been issued an approved API key must use the API only for the approved purpose and within the approved scope.

Article 5 (API Usage Conditions)

  1. 1. Users may use the API with the issued API key in accordance with the methods and procedures established by the Foundation.
  2. 2. To ensure stable operation of the API, the Foundation may limit the number of API calls, traffic, etc., per user. These limitations will be announced on the API service website.
  3. 3. Users may not transfer, lease, or share their API key with others. The user is responsible for any API key leakage and resulting damages due to negligence in managing the key.
  4. 4. Users must display the phrase “Developed using the Visit Seoul API” or a similar statement in the application or service developed using the API.

Article 6 (User Obligations)

  1. 1. Users must not engage in any of the following acts.
  • • Providing data obtained through the API to third parties for free without prior approval from the Foundation
  • • Altering the functionality of the API without authorization or placing excessive load on the API server
  • • Infringing the intellectual property rights, such as copyrights, of the Foundation, other users, or third parties
  • • Providing services that include content that violates public order or public morals
  • • Engaging in or facilitating criminal activities
  • • Any other acts that violate applicable laws and regulations
  1. 2. Users must comply with applicable laws, these terms, and any notices provided by the Foundation when using the API.
  2. 3. Users must promptly notify the Foundation if they discover any errors during the use of the API.

Article 7 (Obligations of the Foundation)

  1. 1. The Foundation strives to provide a stable API service.
  2. 2. The Foundation will make efforts to address any opinions or complaints raised by users if they are deemed valid.
  3. 3. The Foundation strives to protect personal information related to the API service, and matters concerning the protection of personal information are governed by the Foundation’s Privacy Policy.

Article 8 (Service Suspension)

  1. 1. The Foundation may temporarily suspend the provision of the API service in the following cases.
  • • System maintenance, such as regular inspections, system expansion, or replacement
  • • Force majeure, such as communication failures, power outages, or natural disasters
  • • Other circumstances arise that make it impossible to provide the service
  1. 2. The Foundation will provide prior notice when the service is temporarily suspended due to any of the reasons stated in Article 1. However, notice may be given after the fact in case of suspension due to force majeure.

Article 9 (API Key Revocation and Usage Restrictions)

  1. 1. The Foundation may revoke an issued API key or restrict API usage in any of the following cases.
  • • If the user violates these Terms and Conditions
  • • If the user uses the API for purposes other than those stated in the application
  • • If the number of API calls or the amount of traffic exceeds the limits set by the Foundation
  • • If it causes or is likely to disrupt the Foundation's operations
  • • Other cases deemed necessary by the Foundation
  1. 2. If the Foundation revokes the issuance of an API key or restricts API usage in accordance with Paragraph 1, it shall notify the user in advance. However, the Foundation may notify the user after the fact in urgent cases.

Article 10 (Copyright and Intellectual Property Rights)

  1. 1. The copyright and intellectual property rights of the data provided through the API belong to the Foundation or the original copyright holder.
  2. 2. Users may modify the data obtained through the API or create derivative works, but they must clearly indicate the source of the original data.
  3. 3. The copyright for applications or services developed by the user using the API belongs to the user.
  4. 4. Even when creating derivative works, the user must indicate the source of the original data and must not infringe upon the Foundation’s copyright on the original data.

Article 11 (Personal Information Protection)

  1. 1. The Foundation collects only the minimum necessary personal information required to provide the API service.
  2. 2. The Foundation does not use the collected personal information for purposes other than to provide API services, nor does it provide it to a third party without consent from the user.
  3. 3. Detailed information regarding the protection of personal information is governed by the Foundation’s Privacy Policy.

Article 12 (Exemptions)

  1. 1. The Foundation is not responsible for service interruptions caused by force majeure events such as natural disasters, war, suspension of services by telecommunication providers, or unlawful acts by third parties.
  2. 2. The Foundation shall not be responsible for any API service disruptions caused by the user’s negligence or fault.
  3. 3. The Foundation shall not be liable if the user fails to achieve or loses any expected profits from using the API.
  4. 4. The Foundation is not liable for any disputes arising from infringement of third-party copyrights or other intellectual property rights caused by applications or services developed by the user using the API.
  5. 5. The Foundation does not guarantee the accuracy, integrity, and reliability of the data provided through the API and shall not be held responsible for any issues arising from it use.

Article 13 (Competent Court)

Any disputes arising between the Foundation and the user concerning these Terms and Conditions shall be governed by the laws of the Republic of Korea, and the Seoul Central District Court shall have jurisdiction as the court of the first instance.

Article 14 (Others)

Matters not specified in these Terms and Conditions shall be governed by relevant laws, the Foundation’s related regulations, and official notices.
